as to health and discipline, to provide good quarters for Men on shore, in preference to keeping them up in expensive Hired Transports, and that the same reasoning applies to all kinds of Stores, as far as their care and preservation extends; I give you full authority to comply with any requisitions you may receive from the Authorities above-named, and to give effect to their wishes regarding the allotment of Sites and advances of cash for buildings, whether Barracks, Store Houses, Hospitals, &c.
You will clearly understand, that all such Buildings are to be prepared and Established on the system adopted on my arrival from the Northward: that is, the plans, estimates, and Contracts are to be made by the Engineer or other officer, and You are to advance the money on his receipts, as soon as the amount is fixed.
To the preceding rule, however, regarding public Military Buildings, I must make an exception on the question which is now pending, with respect to Officers' Quarters.
